The laws are no different in Navarre than in Pensacola, Pensacola Beach and the Gulf Breeze area. The fact that there was no meter in the car does not surprise me personally. I have had customers tell me that they have rode in taxis that give them a flat rate from point A to point B and there was no meter installed in the car. These companies normally operate that way when they are in a taxi stand. If the company is a legitimate and licensed taxi service, there should be a meter installed in the car. If not, they are definately operating illegally.

Me and my fiancee rode with a taxi in Navarre that we found in the phone book and the taxi did not have a meter. He charged us based on his starting and ending odometer reading. We did not seem to be over-charged, but do the taxi laws differ in Navarre as opposed to Pensacola or Pensacola Beach?
